Meet Our Leaders
Rebecca Cartright, FACHE, Chief Executive Officer
Rebecca Cartright, FACHE, serves as chief executive officer at Midlands Regional Rehabilitation Hospital. She came to Elgin after serving ten years as executive director for Baptist Health Home Care division in Louisville, KY. From October 2003-November 2009, Rebecca served as the division director of community and physician services at Clarendon Health System in Manning, SC.
Rebecca earned her bachelor’s degree from Western Kentucky University, master’s degree from Our Lady of the Lake (San Antonio, TX), and MBA from Columbia Southern University (Orange Beach, AL).
Rebecca is board-certified as a Fellow of the American College of Healthcare Executives and served on the Kentucky Chapter of American College of Health Care Executives Board of Directors from 2011-2019. She is also a past president of the Kentucky Home Care Association. In 2016, Rebecca received a “20 People to Know in Healthcare” award and in 2018, an ACHE service award. Rebecca currently serves on the South Carolina Heart Association Board and the Live Well Kershaw Coalition.

Tim Paul Fiscus, MSR, CCC/SLP, Director of Patient Outcomes
Tim hails from Cleveland, OH and joined the MRRH team in July 2020 as a speech-language pathologist. He transitioned to the leadership team in February of 2021. Tim received his Bachelor of Arts in Communications (Audiology) from UNC-Chapel Hill and MSR in Speech Pathology from MUSC in Charleston, SC.
Tim’s passion is adult neurorehabilitation and watching the amazing things that can happen in rehab! His career in healthcare has spanned the last 20 years, during which time he has worked in Charleston, San Diego, and Phoenix, as well as overseas in Germany, where Tim was part of the team that opened the first traumatic brain injury ward in Europe for wounded warriors returning from Iraq and Afghanistan. Tim holds specialty certifications in the treatment of traumatic brain injury, stroke, swallowing disorders, and Parkinson’s disease
Tim and his wife, Nicole, live in northeast Columbia with their two beautiful daughters, Lillian and Madeline.
