Rebecca Cartright, FACHE, Chief Executive Officer
Rebecca Cartright, FACHE, serves as chief executive officer at Midlands Regional Rehabilitation Hospital. She came to Elgin after serving ten years as executive director for Baptist Health Home Care division in Louisville, KY. From October 2003-November 2009, Rebecca served as the division director of community and physician services at Clarendon Health System in Manning, SC.
Rebecca earned her bachelor’s degree from Western Kentucky University, master’s degree from Our Lady of the Lake (San Antonio, TX), and MBA from Columbia Southern University (Orange Beach, AL).
Rebecca is board-certified as a Fellow of the American College of Healthcare Executives and served on the Kentucky Chapter of American College of Health Care Executives Board of Directors from 2011-2019. She is also a past president of the Kentucky Home Care Association. In 2016, Rebecca received a “20 People to Know in Healthcare” award and in 2018, an ACHE service award. Rebecca currently serves on the South Carolina Heart Association Board and the Live Well Kershaw Coalition.
Mutahammis Kareem, MD, Medical Director
Dr. Kareem was born on the beautiful island of St. Croix, United States Virgin Islands to a physician and a homemaker. He was raised in both St. Croix and upstate New York. He attended the University of the Virgin Islands and received several awards from this prestigious HBCU (Historically Black College and University) and graduated Summa Cum Laude. He was accepted into Boston University as a Junior in the EMSSP (Early Medical School Selection Program) where he excelled. He received the lauded Tauber Scholarship and Graduated in 2014. He did his internship at Mount Auburn Hospital, part of the Harvard Medical School system, and finished his PM&R (Physical Medicine and Rehabilitation) residency at Mount Sinai Hospital in Baltimore.
Dr. Kareem is a proud father of three and enjoys spending time with family, listening to music, watching movies, and playing video games.
Julie Livoti MSP, CCC-SLP, Director of Therapy Operations
Julie is passionate about caring for others. She has a master’s degree in speech pathology from The University of South Carolina. She has spent over 25 years working with patients and families locally in acute care hospitals. Julie began her career at a local inpatient rehabilitation facility.
Julie joined the team at MRRH in December 2021 and looks forward to serving the patients, their families, and staff at MRRH as the director of therapy operations.

Dana Murphy Jones, RN, BSN, Director of Nursing
Dana Jones is currently the director of nursing at MRRH. She completed her bachelor’s in nursing at Clemson University in 2001. She pursued her nursing career in a large hospital working in many clinical areas such as medical-surgical, perioperative services, intensive care unit, and ambulatory services. She brought those experiences with her to the education department at Prisma Health, where she served as director of nursing education for three years before joining Midlands Regional Rehabilitation Hospital in 2020.
Among her colleagues, she was greatly respected for sharing her vast knowledge of everything nursing and process improvement. She continues to be a friend, mentor, caregiver, and role model to her leadership team and staff members. Her passion and focus are on teaching and providing optimal care for patients and having a positive impact on their lives.
Celeste Mercer, Director of Marketing and Business Development
Celeste Mercer has been with Ernest Health since in 2020 when MRRH opened. Celeste started as a clinical rehab liaison, proudly serving our surrounding communities the communities of the Midlands. After 2 years with the company, Celeste transitioned into the role of DMBD for both MRRH and LXRRH.
Celeste is originally from Walterboro, SC, where she received her formal education and then graduated from SC State University with her BSN. Shortly after graduation, she moved to Columbia, SC, where she continues to reside with her husband and their three beautiful daughters.
Prior to working for Ernest Health, Celeste worked with Prisma Health for 19 years. There she started her career as a nurse tech and then nurse, where she worked on the med-surg neuro floor, in geriatric nursing, as a triage nurse as well as an enteral tube nurse with the nurse education department.
Celeste has a great love for her family, reading books, music, and crafting. She is grateful for the opportunity to be a leader to 2 great teams.

Tim Paul Fiscus, MSR, CCC/SLP, Director of Patient Outcomes
Tim hails from Cleveland, OH and joined the MRRH team in July 2020 as a speech-language pathologist. He transitioned to the leadership team in February of 2021. Tim received his Bachelor of Arts in Communications (Audiology) from UNC-Chapel Hill and MSR in Speech Pathology from MUSC in Charleston, SC.
Tim’s passion is adult neurorehabilitation and watching the amazing things that can happen in rehab! His career in healthcare has spanned the last 20 years, during which time he has worked in Charleston, San Diego, and Phoenix, as well as overseas in Germany, where Tim was part of the team that opened the first traumatic brain injury ward in Europe for wounded warriors returning from Iraq and Afghanistan. Tim holds specialty certifications in the treatment of traumatic brain injury, stroke, swallowing disorders, and Parkinson’s disease
Tim and his wife, Nicole, live in northeast Columbia with their two beautiful daughters, Lillian and Madeline.
Rick Spires , Director of Facilities management
Rick is a lifelong resident of the midlands of S.C.. He has been in facilities and construction from over 20 years. Before joining us he was director of plant operations at a large retirement community in the area. He takes care of the Emergency management and response as well as the hospitals safety programs, making sure the safety and efficiency of the hospital are the main priorities.
